Water and Wastewater Planning
Kentucky’s water management planning process was formed under Senate Bill 409 to promote water planning throughout the state. The 15 Area Development Districts in Kentucky were selected to create Water Management Planning Councils for the purpose of regional planning. The Area Development Districts coordinate water management planning activities within their respective counties with the assistance of the Kentucky Infrastructure Authority, local utilities, and other state and local agencies.
Water Resource Information System
The water management planning process is supported by the Water Resources Information System (WRIS). The WRIS contains information about water and wastewater systems, existing infrastructure, and planned projects. The Kentucky Infrastructure Authority maintains the WRIS
The most important projects in the region are prioritized to be eligible for funding. Prioritized projects are ranked based upon criteria, such as households served, economic development, local need, and regional impact.

LCADD Regional Water Management Planning Council
The LCADD Regional Water Management Planning Council is comprised of local elected officials from each county as well as a representative from each local health department and each community public water and/Or sewer system.. The LCADD Regional Water Management Planning Council’s goal is to address topics related to water management planning, water/wastewater funding, and setting project priorities.
The LCADD Regional Water Management Planning Council meets quarterly to vote on approval of new project profiles and revisions to project profiles, assign WRIS project profile numbers to approved project profiles, and discuss planning issues. The LCADD Regional Water Management Planning Council also approved the creation of the LCADD Regional Water Management Planning Council Sub-Committee. The LCADD Regional Water Management Planning Council Sub-Committee meets monthly (or as needed) to vote on approval of new project profiles and revisions to project profiles and to assign WRIS project profile numbers to approved project profiles.
